Athlete reports an active niggle
Client-only. The flag remains active until the athlete explicitly clears it. This phase records the flag; weekly intensity removal is implemented by the later adaptation phase.
Requires the workout_client_plans:write scope. This operation maps to /app/v1/workout/cardio/me/niggle and retains its Workout V2 permission, feature-flag, and resource-scope checks.
The clientId path parameter identifies the client represented by the request context.
